HBK/JBL without the title involved could certainly happen and would be preferable to a certain extent, but I just think Cena/Orton would be the most boring title match they could possibly book. The same thing goes for Triple H/Edge over on Smackdown, and the terrible thing is that both look likely...

How is HBK, Mr. Wrestlemania, in the Title match a turn off? The guy always delivers in ring, and would likely make JBL look good for the first time in JBL's career in single's competition. Plus the Texas crowd would be electric, which is half the battle won already. HBK/Flair, Rock/Hogan, Hogan/Warrior, Lesnar/Goldberg... All of those were triumphs or failures due to crowd reaction, rather than in ring work (not that the ring work in some of those matches wasn't good).

And JBL/HBK would be about the same quality as Undertaker/Kozlov. Would you mind UT/Kozlov main eventing WM? I would.
Yeah but come on, there is a big difference between an I Quit match and a regular singles match.
And do you really think those matches would be the same quality? I dunno, maybe I have too much faith in HBK, but I imagine he would make it somewhat special, and emotion alone would take it way above Taker/Kozlov, which would be about as dull as Taker/Show... aka sleep inducing. You can't forgot about his match with Eddie at Judgment Day also.

The crowd would be so into it, and it'd have a great atmosphere. Simple things like that can make a good match into a great match.

Name some weapons that were used in the Beth/Melina I Quit match? Pretty sure JBL/Cena relied on them completely, and their match at Wrestlemania, along with their matches since, have been terrible. Beth/Melina might as well have been a normal match.
I do think JBL is kinda underrated though, but he isn't great as far as WRESTLING is concerned.

That's a ridiculous statement. Kozlov is way way waaaaaay greener than JBL, although plenty more talented when it comes to actual wrestling (it's working the crowd Koslov sucks at) and Taker is no where near as adept as Micheals at carrying dead weight in the ring. HBK carried Flair, Hogan, and McMahon all to decent matches. He can certainly do it with JBL and it would be far better than 'Taker/Kozlov.

To be fair it isn't that difficult to have a good match with McMahon. McMahon just goes all out so the match is always entertaining even if it isn't a technical classic (which it never is lol). Another man on your shortlist, Hogan, had a good match with McMahon.
