If we are talking about the PPV as a whole, I would probably pick 2000, mostly because of the Foley/HHH street fight. That said, I havent watched the one with the Angle/Benoit match which is meant to be incredible. I'll have to look that up sometime.
If we are talking about the Rumble match on it's own, hands down 2004. The Benoit/Orton stuff throughout was great, Foley returning and battling with Orton was greatness. When it came down to the final few and everyone united in an attempt to eliminate The Big Show, who just took them down one-by-one, mah Gawd that was fucking epic. The final seconds with Benoit and Show struggling over the ropes was great and Benoit winning it from start to finish was just incredible.

I also like 2000 because of the ladder & table tag match between the Dudley boys and the Hardy boys, classic match, jeff's swanton bomb off of the balcony on to dvon was great.
I am going for 92 as Flair won so that is what really made that Royal Rumble great for me also I think this was the rumble of the Ronnie Garvin Greg Valentine submission match, that was just a really great submission match and match overall. I haven't seen many matches at the Rumble bar a few that have been able to top that.

98 had Mankind vs The Rock in an outstanding I Quit match and then of course the Austin/McMahon in the Rumble..
That was Royal Rumble 1999 dude.
Royal Rumble 1998 had Shawn Michaels/Undertaker in the Casket Match for the WWF Championship. Royal Rumble 1999 had Foley/Rock in the I Quit Match for the WWF Championship. Just telling you both the WWF title matches for both years.
That I quit match was sick, foley was only meant to recieve a few chair shots, but Rock went over the top, Foley had a giant gash in his head, and Rocky didn't even bother seeing if foley was ok, Colette and Dewey and his daughter were in the crowd crying it was that bad.
