Punk/Umaga started with Umaga randomly attacking Punk before he could cash in MITB two weeks in a row. The third week Punk had him scouted and they brawled, then Punk lost. For some reason, Umaga is attacking Punk still which hopefully will be explained but eh.. it's kind of generic in the sense savage hurting face every chance he gets, face eventually overcomes odds and defeats savage. Umaga talking now could either make or break this.
Jericho/Rey had a bit of build with Jericho getting DQd with Rey, leading to a personal vendetta. Then add in Rey saying he's moved on and Jericho refusing to let it go and here we are. But for some reason they're going the remove the mask route, but if Jericho has part in the writing of this I'll wait to judge until I see more and I definitely don't mind seeing more matches between the two.
I understand having a PPV with the same matches + stipulations as the last is a bit ridiculous, so hopefully we'll get one or two others that haven't been done yet (perhaps Christian vs. Swagger vs. Dreamer? Dunno).

The Punk/Umaga build is pretty big actually. I don't even watch Smackdown, but I know that. And I know Jericho/Rey has had build also.
And for arguments sake, even if the matches didn't have that much build before Judgment Day, it could've been the place to start those feuds that carry on. It's not like nothing will have happened between JD and Extreme Rules. It's called progression.
Punk/Umaga was only big because whenever Umaga attacked Punk from behind he was in a big match. Otherwise it was just Umaga irritating Punk and could be settled in one match (a mini-fued if you will). As for Jericho and Rey, like I said, I loved the JD match, but again it's build was purely that Jericho has an issue with Rey because Rey gets more respect. It's got nothing to do with the Title and therefore shouldn't really be allowed to continue when Smackdown's midcard is teeming with awesomeness.
I understand that fueds with progress before these matches happen, I've been watching wrestling for quite some time (I'm also writing a graphic novel, so trust me, I understand progression of storylines) but I can't see them progressing much further and other than Punk winning, nothing will really change from JD at all.

So basically Extreme Rules is gonna be Judgment day with gimmick matches thrown in
Yeah that's pretty much what it has been the last couple of years. You can't really start new feuds in a no DQ environment, which is another reason it's a bad idea for a PPV.
Like Ken, I would have much preferred it had they gone with the concept that all the matches are no DQ, but they don't have special gimmicks. The overkill of a different gimmick for every match on the card is too much.

Plus.. it seems like they only showcase unique stips on this PPV where it stands out less. If they put the strap match at the next PPV it would probably be looked at as a much bigger deal. Like the stretcher match last year.
Hm.. now that I think about it, a Punk/Umaga stretcher match could put on some damn good stuff. Picture Umaga pushing Punk up and Punk starts fighting it with big kicks, then Umaga just owns him with a Samoan Spike. Good stuff. Of course I'd want Punk to win but eh >.>

Raw as a whole has been pretty bland as of late. The US title match has potential to be good As does the Submission match (50/50 on that one). The WWE title match is likely to be bad though & Ugh @ the hog pen match.
Smackdown's side of things look pretty good though. The World title match has potential to be great, As does the IC title match & Punk V Umaga. looking forward to everything on SD's side of things. ECW's match looks pretty good by the sounds of it to.
