If They was going to have a 1 Chamber Match at No Way Out then Whats the point of it being for title? They Might as well just use it to decide whose gonna compete in the main event at Mania. If it was at Any Other PPV they i would say put the title on the line instead.
The point is it makes the match look less important than it is, if it's not for the title. Sure when 'Mania comes around the challenger looks nails after winning the Elimination Chamber (and hopefully being blessed with good booking) but the Elimination Chambers shine will wear off rapidly once this has been done a number of times.
And that's the problem, the Elimination Chamber shouldn't be held at No Way Out. The first few months are already so crowded with the Royal Rumble match, Money in the Bank and the lead up into the major matches at Mania. The Elimination Chamber is somewhat made less special being forced to be in between two of the biggest events of the year.
The best time to do an Elimination Chamber (If they want it to be a yearly event) is at Survivor Series. It fits perfectly in with the Survivor Series name (Rather than a team survival, it's about surviving in the chambers) and it can only make Survivor Series more meaningful.

Jim summed it well really. Now with the Chamber at NWO, the first few months feel clusterfuck, whilest the summer and late spring can feel so dull.
Which adds further weight to the argument that they only try for Wrestlemania and don't give a shit about the rest of the year. In the summer-autumn it just seems like they are going through the motions.

And I agree. The whole thing feels epicly full, to beyond bursting point, and then we get that massive lull for the rest of the year. No Way Out, should be a straight gimmickless PPV. That would make it feel special given the gimmicks foisted on us for the rest of the year.
At least last year they seemed to make an effort with Summerslam though. I was certain that Batista and Cena's first meeting would happen at Wrestlemania, and then they threw in a Hell in a Cell for good measure.

If the WWE wants a gimmick PPV, the most obvious thing to me is bringing back War Games. I've heard the BS from the WWE saying that it'll be bad for camera angles, but if WCW was able to do it, I can't see how the WWE can't.
The War Games match could be a perfect way to finish off a good 3-4 feuds all at one time. With having all of these feuds end with the one gimmick match, it could reduce the number of other gimmick matches, making them as a whole more important. Four month builds for the PPV starting after Wrestlemania would be perfect to hold the match at the Great American Bash. New feuds could come out of the match and really help out the build to a gimmick free Summerslam.

Yeah but is it really a fitting end to a feud if it is a match with so many guys in it? It is usually better to have a feud end one on one, because in reality a wargames match doesn't really settle anything in individual feuds between two guys. It needs to be one on one.

I had always thought that was the original concept for the elimination chamber
