To start off, by new guy, I mean a guy who has never won a World Title before (And ECW doesn't count, so CM Punk was a new guy)
When CM Punk was Champion, he was about to walk into a Championship scramble with 4 guys who have all held World Title gold in the past. This made me realize that he was the only guy in the whole title picture who is new to it. Batista gets constant shots, Rey was champ once before but has got a fair few main event matches, same with Kane. JBL was champion. Then we have Cena, when he returns, who has dominated in the past. Currently, we are about to see the legendary Shawn Michaels challenge Chris Jericho for the World Heavyweight Title, and obviously both have won it in the past. Randy Orton is returning, and he is a 3 time World Champ.
So we have these guys:
CM Punk
Batista
Cena
Orton
Jericho
Michaels
JBL
Kane
Rey
Those are the guys on Raw who are possible main eventers. For Kane and Rey, it is unlikely unless it is a multi man match, and JBL is pretty much a main event level jobber, but they are possible main eventers nonetheless. CM Punk is the only guy who is new to the world title scene on a MAJOR brand, so we have to look further down the card to see who the next CM Punk will be.
It is often said that Raw has no midcard, and its true. There really is nobody there being built up to break into the main event, and that is pretty bad. The guys I can see on the roster page who could be future World Champions are Cade and Priceless, and obviously that would be a LONG time in the future. I really can't see Kofi being World Champion ever. Raw lost Kennedy, Hardy and Umaga, who were midcarders, in the draft, and gained more experienced main eventers.
So I would guess that the next guy to do what CM Punk did and break into the main event on the A Show will be someone from another brand, most likely ECW. I hope that it is John Morrison, and he seems best placed to do it. He is overdue to leave ECW and has all the tools to be a great heel world champion. That belt would just look right on his shoulder. Don't get me wrong, I think he is overrated by his marks, but he would be a good choice nonetheless.
But man... they really should start actually building people on Raw.

The thing is, RAW is in a rebuilding stage. For now they have Punk, who is enough to freshen the main event scene at least for the next year or so while they can build someone up. This is the ideal brand for someone like Kennedy or Morrison to go to, because of all the former World Champions like JBL, Rey Mysterio, etc. Neither man look to be champion again, and can really boost someone to the next level.
So who will be the next new guy? We'll find out after the next draft, imo >.>

He seemed a perfect fit to me on Raw and I thought he was going to be the next guy to do this. Now he is injured and over on Smackdown.
CM Punk alone is not enough to keep the title scene fresh for the next year. We are already seeing how Batista is constantly getting title shots, and that is pretty boring imo.
Jericho is helping freshen it up because although he is a former World Champ, that was so long ago and not during this run with the company. Michaels is actually something fresh too because he is hardly ever in the picture. CM Punk/Orton would be great with the title on the line too.
But what Raw needs is just one more guy who can be a part time main eventer. Someone who hasn't main evented before.
Morrison should be over there now, not in the next draft... imo.

Yes and no. If things go the way I see or want them going, it should be pretty interesting.
Jericho vs. HBK Ladder Match @ No Mercy
Jericho vs. Batista @ Cyber Sunday
Possible rematch @ Survivor Series but this would be filler.. maybe Rey vs. Jericho?
Randy Orton vs. Chris Jericho @ Armageddon, Randy Orton walking away with the belt.
Rematch @ Royal Rumble.
NWO: Not positive as to what I'd have.
Wrestlemania: CM Punk vs. Randy Orton for the WHC.
Now we get one great match, one match that should be very good, Rey vs. Jericho could be ftw and of course you know the details i had for RKO vs. Chris Jericho and the matches would be very good, then of course the big match CM Punk vs. Randy Orton and Punk getting the big win and now he could feud with numerous top guys until the draft where we get new guys. I personally see that as a very good main event scene. 6 different guys, possibly more if @ NWO we use Cena or JBL for example.

Morrison isn't ready now. Even if he does over, he'd need more build. Unless he got a Punk like push but it'd be harder with him as heel.

True, but I don't necessarily mean from debut. I mean people being midcarders on Raw and eventually getting over enough to be main eventers. It is rare that it happens. Cody and Ted could well be examples, or at least one of them.

Yeah that could work and they do have a lot of talent in there, but I still think it would be nice for somebody new to get a shot. The thing is, as I explained, this is impossible on Raw because everybody is either an experienced top guy or a nobody, unless you're CM Punk, who is the only guy kind of bridging the gap. Punk winning the title at Wrestlemania is essential to cement him as a main eventer for years to come in my opinion, and you are right that CM Punk becoming this would be a big step and would help keep things fresh, but sooner or later we need others.

I meant bring him over to build him up, not bring him over to be a main eventer.

If were talking about who's on Raw right now, I would say Ted DiBiase. It won't be for a couple of years, but everyone already in the main event has won the title before, so it has to be a lower card guy. He's been so impressive so far, and he has all the tools to be a World Champion. Cody Rhodes may, but it won't be until later. Cade might, but look how long it's already taken for him to get this far. Kofi will never hold the belt on Raw. Those four were honestly the only one's who sprung to my mind for Raw.
From another brand, I'll say MVP. I'm still a little skeptical about his future, but I think he'd have a better shot winning the belt on Raw then he would on Smackdown. I could see him winning MITB at WM25 and cashing it on Raw.

I didn't say it was going to be soon. Raw is going to be filled with reigns from John Cena and Randy Orton for the next two years. Maybe a reign from Punk or Batista here in there, but all four of them have held world titles. You asked for a new person. That's going to be awhile, and by that time, DiBiase will be ready, and MVP just sprung to my mind also. In a couple of years, a lot can happen.

Well I can see Punk establishing himself as the top face in the company to be honest. He should get the big title win at Wrestlemania this year which is the start of the Punk era on Raw. Then you have Jericho, Orton, Batista, Cena.... yeah. You are right, it is going to be a long time before someone new gets in there, but at the same time, Punk is fresh in the title scene and could be huge.
If MVP is a face I can see him coming to Raw and getting pushed.
