Of course, we're all guessing here, none of us know and no-one is right or wrong.
I'd say historically they knew what they wanted to do for Wrestlemania by the time Summerslam came around at least.
However there have been years in recent times when, judging by what happened at Mania, they can't possibly have known the direction they were going in much before the Rumble-ish
