One step at a time..
Oh the WWE does know,there many steps ahead.Thats why they didn't have a problem of putting Batista vs John Cena at Summerslam.The WWE always looks ahead all the way up to Wrestlemania.They know the players more than how it's going to pan out.
I also came up with this considering WWE magazine with Jeff and the WWE World title belt on the cover.Plus it's easier to know the answer to the question once you get closer to the date.So it's just to see the wrestling fans wrestling knowledge ,and who can guess the question considering the facts that they know now.

Jay & PS are right, lot's of stuff seems to be "on the fly" at the moment.
A good example was the debut of ol' Atlas (call me Ricky) Ortiz on ECW. If the group had a clue that they were bringing in Tony Atlas...the very next week......they would never have made this kind of faux pas.
Having said that, I'm not minding it, I'm enjoying the surprise element of the programming at the moment over it's staid nature from March to June.
As for young Jeffrey, it wouldn't surprise me if he stays clean.
From all the stars Jef Hardy is the most likely to win.Cena,Batista ,Triple H,Undertaker,Mysterio ,all have won it. Edge hasn't ,but its unlikely i say other than Jeff it could be Jericho.
I wasn't being sarcastic. There stuff the W.W.E. knows ahead of time, there stuff they don't. I do know this, the W.W.E has had a history of 1st time champions at Wrestlemania.From Shawn Michaels,John Cena, Dave Batista,Chris Benoit,Rey Mysterio,Stone Cold Steve Austin,Yokosuna,Macho Man Randy Savage and Ultimate Warrior.The latest was Rey Mysterio.
Many of the biggest moments in Wrestlemania history are when a wrestler wins the belt for the very first time.And many times than none it has been the baby face(good guy).Only yokosuna out of the above list was a heel,but lost the belt the same night to Hulk Hogan.
So they very well could have booked ,Jeff Hardy to win the title at Wrestlemania 25.By winning the Royal Rumble 1st. One last thing.Mr.Kennedy won the Money in the Bank in 2007,and said he was going to cash it in at wrestlmania 24.But Kennedy got hurt and they made a storyline in which he would loose the breifcase and with that, the title shot they had planned for him at wrestlemania24,but getting hurt and a movie set Mr.Kennedy back.
So you think they've planned since last Wrestlemania that Jeff would be champion at the upcoming one?
Even to think that they have planned now is plain stupid. I'm not saying it won't happen, but to think that WWE creative are firstly intelligent to have storylines running up to 'Mania planned is just silly. I know you're saying they just have that planned, but they have to have how to build Jeff up planned too surely unless they're just going to pounce us on him ala CM Punk, but then again that would insinuate that WWE book on the fly wouldn't it?
Also, if you think WWE Creative are so intelligent, do you really think they'd be stupid enough to put all their faith in Jeff Hardy to still be in the company in 8 months? This is why I don't think it should happen this year. I'd love to see the two Hardy's do a "Eddie/Chris" at the end of a 'Mania as much as the next person but I think it'd be unlikely that they put all their faith in a man who has two strikes on the WWE Wellness Policy so soon.
