I'd go with Bouch's idea. A tournament in the PPV incorporating QF, SF and Final would be best. Couple that with the winner getting the title shot at Summerslam and a World Title match on KoTR PPV too and that gives you eight matches, not so much talk and a good PPV idea.

I seem to remember Survivor Series '98 being a tournament PPV (for the vacant World Title at the time) and being a whole lot more interesting than the standard one match PPV we're getting now.
