Greatest IC Champion to never be World Champ?

Some (not all) of these guys were awesome. Which one would have made the best World Champion at roughly the height of his time in McMahon-land.

I've not included current roster guys (except Piper who doesn't really come into mind as being on the regular roster) since I forsee that we'd just end up in another Edge/Christian thread.

I would have to say Razor Ramon. he was really awesome in the hieght of his WWF career. too bad he loved his beer so much.

I went for Perfect since he had the necessary package of requirements to be a World Champ.

On the list I think only Ramon, Perfect and Rude had all the requirements (size, look, mic skills, ring skills) although many champions have lacked at least one of those attributes.

Razor really could have done something great with his WWF run... aside from all the attributes that Bulldog mentioned that he had, Razor was also making the right friends (ie being in the Clique)... too bad. He and Perfect will both be amongst my favorites though
