I'm starting to wonder that myself. Still, I say he will turn during the last week (Jericho's). WWE probably would have turned him long ago, but they know that everyone is predicting it. For this reason, they are putting it off - in hopes of surprising us - when he eventually does turn heel, and joins Evolution.

You can't seriously believe that he'll never turn heel. If Hulk Hogan could turn heel, everyone will at some point in their career, if they are in the business long enough. Maven is long over-due, and the only reason he hasn't yet is because we all know it's coming. WWE is waiting for more fans to be like you, so they can really surprise you when he turns.

Of course Maven will eventually turn heel, it's only a matter of time. I put down some time this year in the poll, but I wouldn't be THAT surprised if they had him help Evolution in the Battle Royal coming up.
