I believe the original concept of Heat and Velocity is to see how rookies/tryouts etc etc handle a live crowd and tv exposure before letting them loose on the main shows.
That concept seems to have gotten tossed out the window and now its just a reason for the WWE to make more money off networks via advertising and whatnot. Plus it extends the live show from 9-11 to 7:30 to 11. Maybe they feel like they have to give the live crowds their monies worth.

There usually one or 2 matches. It is mostly just a recap of the week. Even thought it is taped at the beginning of the week it is recapping lol. Never been to a show that started at 7:30. Usually there is like 1 or 2 matches 30 mins before Raw or SD.
When I was at the RAW taping the other week they were 4 matches taped for Heat, and the whole show lasted nearly 4 hours, but I believe the Smackdown taping lasted about an hour less!
