They probably feel a match featuring
big guy they're pushing vs.
jobber would be far too predictable and would worry people will change the channel. The WWE feels TV ratings are a barometer for business, which is usually right. Hurricane and Stevie Richards are established, though to a small degree, and do, on rare occasions, win matches. Jobbers not named The Kid, do not.
