I'm stealing this directly from Jimmy Van's last Raw Review, but it's something that we've talked about before.
RAW desperately needs to use their month off to help build storylines. Instead of coming up with some PPV matches a couple weeks before the PPV is to start, they really, really need to be building it up as soon as the last one ends. Have it go slowly. Create some tension. Some drama. Some emotion.
Not only will it make RAW that much more entertaining, but it will make the PPV something worthwhile as well.

Single Brand PPVs will feel like nothing more than extended versions of their regular shows. Thats not to say that a regular PPV is much better, but at least we wont get 30 mins of mae young and burping contests. Im still a supporter of the draft, at least the same tired faces only dominate ONE show instead of two. but I am not a fan of split PPVs at all.
as for the building. I think long builds are a thing of the past, unless it involves ridiculous things like Necrophilia and Al Wilson.
I agree that Raw needs to build some storylines up starting now for Summerslam. Back in the day when there were only 4 PPVs per year, the storylines developed over a three month period and were solid throughout. Smackdown did well enought maintaining a story during its month off, but Raw hasn't held up as well. I think that they need to not only start some storylines, but start them in a big way. I say that the Raw after Smackdown presents Vengeance, they need to have the second annual Raw Roulette. However, this time, not only would the match stipulations be chosen, but the person's opponent would be chosen by a second wheel. This could spur some new storylines, if done well.
Hell, anything would be better than the advertised Raw in Indy (my home town) this coming Monday with Evolution vs. The Dudleys (all 3), Goldberg vs. "a member of La Resistance", and Kane being interviewed. Guess who is NOT going to Raw on Monday...
