I think the only way it would work is if anderson and flair came back and had a big search for 4 horsemen and if they made the group dominate. I watch the classics and when you watch how cool the horsemen were and how truly if you did anything to one of them it was always 4 on 1. That's how a true stable is booked legacy has been weak, the only other stable that got it right was the nwo.
Part of the problem now is that heels can't be made to look too strong (or so it seems). So any Four Horsemen type stable of heels can't be made to be too dominant.

Yeah man i rememebr being a kid and watching the horsemen you hated when they beat the shit out of everyone but you couldn't wait to see if someone was going to be able to beat them or who they would destroy next. That same level of excitement is non existant in the wrestling world now.
recreating an old stable with established stars that have nothing to do with the original stable makes no sense. wouldn't mind if it was formed with new guys that have some sort of connection with it ala Hart Dynasty.
