There are so many classic moments that special DVDs can not have them all. In the Raw 15th DVD, it missed a lot of classic moments. Some moments were cut short and we did not see it all. There are many matches, tag teams, promos, feuds, etc I would love to see again.
I don't think they'd sell very well to be honest. How many people are big enough fans to want to purchase whole eras of RAW? A highlights DVD such as the 15th anniversary DVD is one thing, but I don't think releasing this would be worthwhile from a business point of view.

I actually think doing something like this or a "best of 2000/2001/1991" whatever would be pretty great, even if they limit it to the individual shows and not PPVs. I can't see them not selling well.

Releasing DVD seasons would be too much trouble. They should instead put them on iTunes or establish an iTunes type service (not streaming, direct download) where people can purchase episodes of Raw.
The big issue with releasing old episodes is theme music has to be dubbed, logos have to be blurred, royalties, and Chris Benoit.
There is no way they could market a 21 disc set for each of the 15+ years of Raw, but it'd be cool to see them do an anthology thing and release sets for each year containing everything trimmed down.

I think a best of might work, but I don't think there'd be many people willing to shill out for whole episodes of Raw. I'm not entirely sure it has the replay value, whereas PPV's and Mania's do.

I personally think 52 RAW's would be way too much to release on a DVD set, even if it was 5-6 disks it'll still be too much.
A "Best of RAW - 1993" styled thing may work better, having each one be 3 disks with matches, segments, interviews, and of course wrestlers discussing the events.

Yeah I agree that releasing a best of RAW for each individual year would be a good compromise. I think that would actually be great. They could still go pretty in depth with a DVD to highlight a year in RAW history. They could show ALL the best segments, all the best matches etc. It would be great. Nice thinking Ken.

Assuming they were uncut, I would consider buying a few years of them. I didn't like the Best of Raw 15th Anniversary release because they butchered several of the matches (Perfect/Flair is near unwatchable with all the cuts made to the match). There is also the issue of WWE replacing licensed music with generic music.
Also, the whole Attitude Era would be a problem with their current PG ratings as many episodes of Raw were pushing the limits of TV-14, they would butcher them trying to make PG versions.
Necro, I think they could fit about 6 hours on each disc. That means for the years when Raw was 1 hour they could get abut 6 episodes per disc and when Raw expanded to 2 hours they can get about 3 episodes per disc.

I have had a couple of Raw seasons on dvd and they are great to get. i have a lot of season sets on dvd that are worth getting and if they were ever released they would definitly sell well. A lot of people would buy Raw, Superstars, Wrestling challenge, Primetime Wrestling, Nitro, and the list goes on and on. I think with how much space is on a blu-ray disc this is something that might happen later on down the road. They could probably fit a whole years worth of the 1 hour shows on 4-5 discs and could sell them for about 60 a piece. Id definitly buy them to have them in that kind of quality. And I kno a lot of others who would too.
