Honestly, if there is a wrestler within the WWE ranks that has been with them for over three years and hasn't held one Title they should be fired, because they hand Title reigns out like fucking lollipops over there. Someone do the legwork and find me a list of people who fit that criteria, and I will show you a list of people to be future endevoured.
Taking 2007 in general rather than July as being three years:
DH Smith
Maria
Jillian Hall
Matt Stryker
Kelly Kelly
Layla

And considering Maria, Kelly and Layla are mainly employed as eye candy anyway, and Striker is a commentator, that's one hell of a short list.

In fact, you could probably take Smith off the list as well as he hasn't been on the main roster for three years, even if you include his previous runs, that leaves Jillian Hall...
Anyone object to Jillian Hall being fired?
In fact, the only person on that whole list I'd be upset at losing is Striker because he's the best commentator they have (JR's got a bit doolally in his old age bless him).

Anyways, WWE doesn't hand out titles that often. Depends on the title. They may change hands a lot, but most of them not among many different wrestlers. In the last 3 years (going back to July 1, 2006):
7 wrestlers have held the WWE Championship (RVD, Edge, Cena, Orton, HHH, J Hardy, Batista)
