A lot of people say that the WWE is best on the lead to Mania, but I disagree. Every year I see a couple of great build ups that let down, and random MITB build.
So whats the best months for the best WWE quality TV. I would have to say the lead to Summer Slam, and the beggining of Summer programs.
By the Same Token whats the worst time? Id say between Summerslam and Armageddon. Past the Summer stuff but not yet up to the Mania build.

It really varies from year to year. I no longer feel as if there's a regular good or bad month. It just depends on booking and injuries. At one time, nothing could beat the early months of the year. You had the Royal Rumble and the build up to Wrestlemania. However, as time went on, we began seeing the WWE not hold back for Wrestlemania. We're getting PPV level matches given out to free TV and major feuds are exhausted long before March comes around. Right around Mania time, all of the shows puts on some major matches. When you have a Wrestlemania that is shaping up to be unimpressive, it makes everything less interesting. While I'm sure a lot of newer fans wouldn't want to go back to the days of squashes, there's no denying that when January rolled around, things got exciting.
Looking back upon the last few years, I would say the first few months after Wrestlemania before the Summer began is the most exciting time. This year is giving us the new SD 6 era, last year had Michaels vs Jericho, 2007 had the Benoit/MVP feud and 2006 had a very fresh looking SD while ECW began to kick back up.
The worst month is probably December. After Survivor Series, they make it pretty obvious that they're just killing time until the Road to Wrestlemania begins. They may try out something new (The past two years had major Jeff Hardy wins), but by time the new year begins, everything goes back to how it was and things become predictable again. It's almost as if you can stop watching at Survivor Series until the Rumble comes up.

There are no real best and worst months. WWE is more consistant year in and year out from January to the end of April because unlike most PPVs WWE usually will put a lot of long term build into WrestleMania.
I usually find the time from Judgment Day to before the build for SummerSlam begins to be very boring as it is almost like the hang over from WrestleMania. Smackdown this year has been the exception. For the first time since I was about 12 years old I am excited for a wrestling show to air each week....although I download it now but that's another story.
Like Horrorfan said it varies from year to year really. Generally though their best months are from January all the way up to Mania as they just tend to pull out all the stops to make the shows as entertaining as possible & build up hype for Mania. After that the shows tend to calm down a lil bit but is still fairly entertaining.
IMO they start to die down a bit during the late spring - early summer time from after Judgement day all the way up to summerslam. Seems like they are just aiming to make money really & they don't really put much effort into the shows or PPV's. They then tend to pick up a little bit more around Summerslam but are still not that great until around the end of the year when they do light build up to the new year.
