HBK has won every title except the US. title so why not let him have it for a while? I know there are many top heels on Raw but turn him and let him fued with MVP and let him win. Would be cool to see HBK return as a heel again considering he has been a top face for such a long time.

The less titles for him to win, the less time to him avoid dropping them to someone properly. I see it as a positive because Triple H hogging the titles for years alone is enough without his buddy doing the same.

He never won the WWE tag team titles nor the ECW title.
So what, you want to give someone a title just because they never won it before?

He could feud with MVP as a heel. HBK could win the title but MVP can win it back. MVP is on a roll and a feud with a heel HBK can only give MVP even more heat!

HBK winning the WWE Title one more time would be fantastic, but her doesn't need it. He's over as hell and is respected on a level reserved for legends by wrestlers and fans alike. A Title would take away from that, but it wouldn't add to it either.
Apart from the fact that Shawn will never go full heel ever again, in a fued with MVP over the US Title, I can gaurantee MVP would be boo'd no matter if he was face or not. Why put him in that position so soon after turning face? It's pointless.
