Agreed that they already have quite a number of talented smaller guys that they don't use, or only use to be squashed by bigger guys.
I know these smaller guys go there for the money, but seriously, Vince goes through phases every few years where he thinks it'd be cool to have a decent Cruiser division. It never works out long term though since him and his agents won't let them perform a Cruiser style since they consider it to be too "indy" looking. I'm sure they also worry that those matches will shine too brightly on the lower card, since there are a lot of big guys in that locker room that don't want their matches to look really poor by comparison.
If these guys can't perform that style, and are just forced to wrestle a WWE style, then they just look like small heavyweights and no way can that get you over. I don't know how many times WWE need to learn this lesson before they take it on board.
ReyRey is always seemingly used as an example that you can make it in WWE but I'd say he's a pretty damn isolated case, and was clearly bought in with his vignettes and promotion as an immediate superstar.

I don't think he banned the high flying moves because they look too "indy", they used to be allowed to do all those moves in WWE. When they stopped doing them, I remember reading it was because Vince didn't want them to get injured or injure other people since an injured wrestlers is not very useful to WWE.

Yes. I didn't want to elongate an already long post to cover every single one of the reasons why, but I'm happy with the word "indy". That's what you get at "indy" shows, high flying moves and risk taking so I think it's an appropriate word to use when taking into account why Vince doesn't like it
