New Japan Pro Wrestling President Simon Inoki told Daily Sports that NJPW will loan Shinsuke Nakamura to WWE for upcoming matches. More on the story (in Japanese) is available here.
Of course, Japanese promotions are infamous for telling things to the newspapers that never comes to pass, so I would take it with a gain of salt until WWE officially announces it.
I checked out some info on Nakamura off of wikipedia and his stuff is quite impressive.
The man is 26 years old, 6'2", 229 lbs. He was named "Super Rookie" in 2002 when he debut for excellent combination of strength, speed, and technical skill. He is the youngest winner of the IWGP Heavyweight Champion (The NJPW's version of the World Heavyweight Title or WWE Championship). He was also a 1 time IWGP Tag Team Champion with Hiroshi Tanahashi (who appeared in TNA against AJ Styles at Final Resolution).
It does also say that in March 2006, Nakamura announced that he will depart on a learning excursion in order to improve his wrestling skills. I kind of hope he will appear on Smackdown for a little bit and maybe learn from Benoit or Regal.
I don't know about his English skills but most of the Japanese wrestlers can speak it. I haven't seen a lot of Japanese matches but from what I have seen, I am impressed and I look forward to seeing him make some sort of impact in WWE. I'll post more news when I hear it.

This guy is a very good in ring worker.
Vince has obviously thought of a new joke involving a sterotypical Japanese person which he wants to share with the world whilst making absolutely no money out of it.
Maybe he'll bring him over and get him to say "me so ronery".
Or get him to swear. Japs swearing in English is always funny and well worth the money he'll be spending.
Maybe he'll bow a lot and shout in his native language. That's got PPV gold written all over it.

I hope to see him in WWE soon, it'd be great to see more guys who can acutally wrestle and pull off a great match. Hearing that both Nakamura who i havent heard of but from what i just read it sounds like guys like him and Harry Smith being added could really be great.
You know what, instead of firing guys, they should loan them out to Japan if the wrestler wants to go over there and then repackage them on their way back into the States, like have it set for maybe 3-6 months to a year. I think it be interesting.

Unfortunately, WWE and WCW have been involved in "trade agreements" before with Japanese organisations and have always been self serving and greedy, I'm not sure they'd play ball anymore with WWE. For example, in the old days WCW would send over Great Muta and WCW would send in return.....Scott Norton.

They did, that was kinda part of the deal really. Plus they had a totally f***ed up idea that Norton was going to replace Stan Hansen in the eyes of the Japanese public.
In their defence, Japanese wrestling fans will point and laugh at the WWE for having ReyRey as their champion now!!
I know they had a relationship with Simon Inoki a couple of months ago and it seems they have a decent relationship with New Japan. Decent enough to exchange talent, I don't know.
