If Bret does come back, I can't see them making him a heel. I think they would rather have him as face and if he gets with Dynasty, they'll get over huge.

I honestly never cared for Brett back in the day, but seeing him on TV again could possibly be the biggest return of all time, especially if he's in week after week.
Bret could try and come back heel but it wouldn't work. He couldn't say or do anything that would stop the crowd cheering him at this point, I don't think. A guest host slot on Raw that turned into regular appearences, until he started mentoring The Hart Dynasty and turned them face would be the best way to go.

Him being with the Hart Dynasty wouldn't work continuity-wise. They've constantly said that they're better than Bret (or Davey Boy Smith) ever was, so that'd be a bit awkward unless they completely ignored that bit. Bret wouldn't go heel and I can't see Hart Dynasty as faces, at least not right now.

Simple fix. Book them weak for 2 or 3 weeks. Bret comes back and calls them out on their claims. Under his guidance they are unstoppable. Add some montages of training in the dungeon and you're all set.
