I use to live in the mind-set that Matt won't ever be a World Champ. I always felt that he'd have a better chance at becoming World Champion in TNA or Japan, where ground-and-pound guys like him get taken more seriously. I personally feel that WWE is no place for Matt to shine to his fullest.
The reason Jeff got to championship status was because he was handled better than Matt starting from 2006 (obviously being marketable helped). It also helped that Jeff never got injured, whilst Matt did in late 2007. But anyway, since 2005, look who each Hardy feuded with; Matt got a then midcard Edge, and Edge came out top. In 2006, correct me if i'm wrong, Matt was jobbing and he didn't have any midcarder to feud with. Skip to 2007, and he's feuding with MVP; the crowd loved it, the whole storyline was interesting, and Matt was hot with the fans. Then he gets injured, loses momentum, and comes back at Wrestlemania; (personally I thought it would have been better if Matt won MITB but we can't do anything about that). Matt wins the US title out of nowhere, and he was destined for a weak run because the fire had died down because of his injury. He then gets drafted to ECW, wins the title there because they needed a face Henry had to drop the belt to, he makes the heel turn, and then what? He feuds with Jeff which is great, but gets drafted to Raw.
Look at everything since Jeffs return; he returns, beating Edge via DQ, and you could tell they had something in mind for him. He then wins the Inc title, then put over Nitro. After the Hardys Tag Title run, he plays the 'Face on the Chase', who gets put over Umaga, who had only lost to Lashley. Then he works with Triple H, and we all know what goes on with Triple H, he is the guy with or associated with the title. He then has a match with Orton (and keep in mind his suspension in July too), and then a small programme with Jericho who was hot off his return. Jeff then enters the world title hunt again on his return, WWE made sure he lost very little momentum, he goes over Umaga, he feuds with MVP, and then Triple H again. Then he goes onto win the title against Edge. He drops it to Edge but has been in the world title hunt since.
Look at it, Jeff was handled so much better than Matt. They could have done something similar with Matt, he may not be as charismatic, but the fans cared about him, and he was over. Lets not forget he's one of the few who can wrestle in a long match, and not bore people; similar to Jeff. Back to my previous point, I love Jeff, but he screwed up, why not give the other Hardy a chance? I don't know about Matts state of health prior 'mania, but he could have won MITB (something Jeff was meant to do), and won the World Title instead of Punk (Don't get me wrong, I love Punk). For what it's worth, the crowd love Matt, always have and always will. Eventually, Vince will have no choice but to reconsider his decisions so far, and give Matt a World Title.

It's a crime they didn't push him following his fued with Edge over Lita, he was so over and so on fire at the time he would easily have been World Champion within twelve months.
No doubt that overall Matt is the better Hardy but at the end of the day wrestling is a business & wants to make as much money as possible. Because Jeff will bring in a shit load more money than Matt Jeff will get pushed to the sky. Real shame since Jeff fucks up more than Matt & Matt is much more reliable that Jeff. Plus Matt clearly loves the business more than Jeff does. If Matt has as marketable as Jeff i'm sure he would of been the world champion if not very very close to being one by now.

I don't agree that Matt is the better wrestler or cares more about wrestling. Jeff has just had some personal demons, when he is clean though he is much better.
Matt has already won a world titles (the ECW Championship IS a world title). I don't ever see him holding the WWE Championship or World Heavyweight Championship, he is not all that marketable, and I would not be interesting in watching him in the main event. Matt is a mid-card wrestler in my opinion. Jeff has the talent, charisma and fan popularity to be a main eventer.

Even though the ECW Championship is a world title, it's clear that WWE treats it as their 3rd tier world title. If I wanted somebody to represent my company, it wouldn't be Matt Hardy.

Most people don't think about it that way though. The argument for Shelton Benjamin being a possible main eventer is "BUT HE'S A GOOD WRESTLER~!" For 'smart marks' a lot of people understand shit all.

I dont personally care much for Matt Hardy. But I do admitt that he deserves a world title run. I can think of too many wrestlers that are as dedicated as Matt. But the problem is that 80% of the WWE roster is more entertaining than Matt. To me you cant get any more generic, boring, and stale than Matt Hardy in the ring. Hell, that might be what he's aiming for though.
