i like it when they have the winners get a shot at the belt like i thought they did last year. it reminds me of a smaller rumble kinda for each show. i think if they had it around the survivor series it would be alot better.
It doesn't draw? Heh, look at the buyrate for last years No Way Out, then say that again. It actually drew 329,000 buys compared to 2007's, which drew 205,000 buys.
And yeah, during that time, ratings dropped. A good amount.

I didn't say it wouldn't draw then. If they are going to have two Chambers at every NWO... yeah it's going to lose its appeal. Plus, 2007 had nothing buyable on the card so that was going to have a low buyrate. No Way Out drew last year because it was actually a big part in the road to Wrestlemania due to the Chambers, and for that reason it will be an appealing PPV again, but it won't draw as big as last year because 2 chambers are on the card... again. It loses appeal.

If they're going to defend both belts, they should put both brands in one cage. And whoever is the sole survivor at the end wins the title for their brand. It might make the opposing brand's champion look weak though, if they were to be eliminated, but still be kept champion.

But, also look at the two years to see all of the differences.
2007
No World Titles were defended
ECW Title Defended (Very little build)
Tag team main event
Very thrown together card (Including a 6 man tag added at the last minute)
2008
Two World Title matches
Two Elimination Chamber matches
ECW Title defended (Last match of a weekly feud)
Everything was booked and built upon weeks in advance
Even without the elimination chamber matches, 2008 felt a lot more essential to see than 2007. 2007 was nothing more than a 3 year edition of a build up show.
Now, who's to say that adding that second Elimination Chamber added any more buys? The Elimination Chamber has proved in the past that by itself, it can help bring in more buyrates.

I agree that having two Chambers softens the impact that the headlining Chamber has, and makes it harder for the guys in that match to impress, but I disagree that two on one show devalues the match type. You won't see the Chamber again for another year after No Way Out, and then you get it twice in one night. Other than the fact that it makes the headline match less important, it's not as if it actually makes that much difference to the gimmick itself, cos no matter what you still don't see it for 12 months after.
