As good as Rey has been, his best matches are not as good as Danielson's best, and Danielson has been more consistant and put on far more great matches than Rey, so he wins.

Rey seems to always prove people wrong when some says that he's not as good as he used to be, but it's still a lot of time when he's not a stand out. Dragon has spent most of the decade being a standout. I would probably give Mysterio the edge in 2002 and 2009, but Dragon blows Mysterio out of the water for 2003-2008.
