Rock had stopped competing in wrestling full time in 2002, though he competed part time in 2003 and his last match at all was in 2004. Most of his best work was in the 90s. Guerrero was a really great wrestler for a longer period of time this decade. Guerrero was also better at more styles (i.e. Eddie could be a brawler, a high flyer, etc.). Both were great with fans, manneirisms, etc. I have to go with Eddie.
If this was for the 1990s, it would have been Rock. For 2000-2009, had to be Eddie.

Guerrero competed from 2000-spring 2001 and spring 2002-fall 2005. It's barely longer than the Rock.

Eddie also had some fun matches in ROH and IWA:MS during that absense. Nothing blowaway great or anything, though his match with Punk was pretty good IIRC.
