I dunno, both men were great at riling up audiences and making their opponents look great. JBL was able to stay over as a heel all the way through his career where Flair become too iconic and popular for his own good and got face heat. JBL is the sort of guy everyone always loved to hate and see him get his just deserts. Hell, he was getting booed and jeered when he announed he was retiring. I've always felt JBL came off as a natural heel, plus his racist schtick with Eddie was pretty amazing.

I still give it to Flair. I feel as though if Flair wasbooked the be Heel all the way through, he could have maintained a degree of heat. He is the greatest Heel of time, as said above.
