To shorten my long post into something quicker:
Piper - Annoying voice and just being an ass made him a great heel. Did suffer from the 'Flair Curse' where he became too entertaining and as a result got some face reactions. One of the original 'Cool heels'.
Rude - Arrogant sex appeal. He knew he was better in every way than everyone else and was never shy about admitting it. One of the better comedy heels revenge wrestlers (By that, I mean ones who gets their tights pulled down and other shenanigans.) Like Piper, he also suffered from 'The Curse'. However, it was more of a cult following where the majority still hated his guts.
I'll give the nod to Rude only because when I think of him, I think of a heel. When I think of Piper, I think of the face he was for most of his career.

I grew up wanting to be Rick Rude. haha. That says it all. I thought that guy was the best.

I haven't seen too much of Rude. On the other hand, I have done quite a lot of video research on Roddy Piper. With that said, I thought he was an amazing Heel. I'll vote for Piper.
