If you'd wrote "Hollywood" Hogan, this would be a done deal. Though all Muta is a heel for is spraying people in the face with mist. Oooh! I don't think I can vote for this one.

I went with Muta. It probably had to do with the fact that I HATE Hogan, but also, everything of heel Muta that I've seen pretty much personified the evil foreigner.

I didn't see much of Muta, but let us admit it, Hogan was the most shocking and possibly the greatest TURN of all time, and that adds to it a lot. He was a great Heel because he was the greatest Face at that point, he was a great Heel because he was trying to kill WCW. My opinion on this one is pretty bias, but I voted for Hogan.
