All you have to do to find out if a game is suitable for your child is to read to back of it. Christ.. if you can't take the time to do that then you shouldn't be a parent, end of.

I can't see how games like that would de-sensitize a child. However, I could see a game like Manhunt 2, for the Wii, doing so. I mean, in that game you're actually performing the actions.

Sure, I agree on Manhunt 2, there's no way I'd buy that for a child, but that's the point. Don't buy your kids the games. As far as them getting a hand on the games at a neighbor's goes.. you should know what kind of people your children are hanging around.
