I go back to my original point, the only reason he is popular is because of the crazy thinge he used to do. Ask many wrestling fans the thing they remember most about Foley and you'll most likely get:
The time he got thrown off the cell by Undertaker.
The time Bigshow slammed him through a table covered in glass.
The time Terry Funk threw him back first into minibombs.
The time Edge speared Foley through a burning table.
The time he was hung by his neck from ropes made of barbed wire.
The time his tooth came out his nose.
Triple H bodydropping him through the cell, cause the ring to cave in.
The 8 straight chair shot Rock gave him with Foley's hand cuffed behind his back.
I'm not saying he doesnt have mic skills, or charisma, or brawling ability. However, other wrestlers have those qualities and they have wrestling ability too. They just arent willing to ttake the insane bumps Foley did, and if Foley didnt take them, he wouldnt be as over as he is now.

I think the role he is currently in is good because he gets mic time, and as I said, AJ Styles does need a mouthpiece at times. I am not saying Mick should do all the Frontline's talking, but he can damn sure inject some passion and drama into an angle when he gets the chance to talk. He should also be involved in some one on one matches, but I just hope they don't whore it out.
As for Steve's Shelley question, I can't answer it.

I have been a massive Foley fan for years. In fact he's easily in my Top 5 of all time as far as my marking out for them goes. But Foleys role in TNA annoys me, and again it comes down to the writers fucking up perfectly good ideas. Foley came in as special enforcer (or whatever) at Bound For Glory and helped Jarret get the win. Great, ok. Then Foley bought a chunk of TNA, so he now runs it with Double J. Like it. But now he seems to have far to much to do with The Frontline.
Let's ignore for a moment that The MEM vs. The FL angle has been botched from day one, and concentrate on Foley's role. He is basically another Jim Cornette, which isn't needed because the best Jim Cornette is Jim Cornette. He's taking mic time away from The Frontline's leaders , who should be making a stand themselves and not accepting handouts and help from older guys in the business who, and this is very important, are taking the focus off them. He's one of three face authority figures on The FL's side, making it seem like The MEM are the ones fighting for time on screen and fair rulings in matches. And he's now taking precious ring time, and wins, away from Frontline members wanting to establish themselves against their rivals.
Now, there are ways of fixing this issue, and the most obvious, and easiest, is to have Mick turn heel and become The MEM's manager. He can help them win matches and reverse decisions when it's called for, to garner heat. He can also cut heel promo's that would certainly benefit putting The MEM across as the heels in this whole fiasco, and it would do Samoa Joe some serious favours if he could demolish the Hardcore Legend in a brawl for the ages.
