Its got be ..... Alex Shelley in my opinion, I know he does wrestle regularly, I just beelive he would be a good competitor for the X division title.

he isnt underutilized, he is used all possible times, that is when he isnt suspended, which is why you havent seen him for a while, when he returns he will compete on a regular basis again.

Jeff Hardy. Even when he isn't suspended he isn't used as he should be. He is a great performer(Which is more than I can say for his bro.) and should come back to face Christain Cage for the NWA gold. Or at least for the X-Division championship.
