Well I don't think terrorists have many humanitarian programs. So while it is close I have to say the terrorists are fucking things up a bit more. (also becasue terrorist is such a loose term, there are terrorists all over the world)

That's pretty much how I think it is. Obviously the United States can do a lot more damage, but the government also has people to answer to, unlike terrorists.
