Carling Cup holders Tottenham face Liverpool in the pick of the fourth round ties.
Last season's beaten finalists Chelsea entertain Burnley, Manchester United host QPR and Wigan visit Arsenal in one of three all-Premier League ties.
League One side Brighton, conquerors of Manchester City in the second round, will host Leeds in the fourth round should they overcome Derby County.
The ties will be played in the week commencing 10 November.
Sunderland manager Roy Keane pits his wits against his former Manchester United team-mate Paul Ince - boss of Blackburn Rovers - in the third top-flight tussle.
Carling Cup fourth round draw:
Sunderland v Blackburn Rovers
Arsenal v Wigan Athletic
Chelsea v Burnley
Swansea City v Watford
Manchester United v Queens Park Rangers
Stoke City v Rotherham United
Brighton & Hove Albion or Derby v Leeds United

A tough draw for us but Chelsea will be scoring goals for fun again.
