Carroll has a dream job, which he shouldn't even consider leaving until he's absolutely assured of going into a good situation (read: not the Atlanta Falcons).
I agree with Freak...if you're Carroll, why would even want to leave?
You're paid extremely well, you're great at what you do, you struggled first time around in the NFL, you live in an area with beautiful weather, and recruiting should be no problem for the rest of his career:
"Look here kid, I'm giving you the chance to play for the best team in the country year in and year out, in a place where the weather is always beautiful, the women are incredible, you'll hang out with celebrities all the time, and if you're into this sort of thing, you can get yourself a very good education. Or, you can go play in Oklahoma or Nebraska or Alabama or some awesome place like that. Now if you'll excuse me, I have to go pick up John David Booty from the Playboy mansion. Call me when you come to your senses."

that sounds great tom, but if I'm a top flight recruit I'm not sitting behind Joe McKnight for a couple seasons. I'd be more willing to go to a place where I'm going to start right away. Look at Michael Crabtree this season.. He could have gone to most places, but he went to Texas Tech, they throw it all over the field, he broke records as a Freshmen, we won all the WR awards, and he'll be a top pick in the draft soon enough.
I'm sure at a University with over 20,000 students, you can find yourself some good looking women lol.
