Celta Vigo have too many non-EU players in their ranks and cannot take on Vela, who is Mexican. Vela was signed by Arsenal last November. Amongst the clubs interested in taking the highly-rated youngster are Guadalajara side Chivas and Segunda Liga club Tenerife.
