The Nationals have submitted offers to free agents Steve Trachsel, Tony Armas Jr., Ramon Ortiz, Jorge Sosa and Jerome Williams, MLB.com reports.
And it's known they've also offered Tomo Ohka a contract. The newer proposals range from a minor league deal (likely Williams) to a $3 million salary (probably Trachsel and/or Armas). We're surprised Bruce Chen's name is nowhere to be found, as he'd make a lot of sense in RFK Stadium.
I kind of expect Ramon Ortiz to be back in Washington, maybe Armas Jr, and possibly Trachsel, though I think he may be a bit iffy as the Mets may try to resign him...Not big name pitchers, but at least they are trying to get some pitchers...
Thoughts?

Soriano brought a good hitting and outfield, but it has nothing relating to the starting pitching rotation they've needed a few pitchers and hopefully they will get a few and contend in a few years...
