| From looking at it, I'd say there's no way Von Oelhoffen did it on purpose. You could see it from his reaction as soon as he hit him, when everyone else was downfield, and Von Oelhoffen was standing there with Palmer; he just had this expression, "aww shit." Like you could see him looking around, hoping for someone to come help, and then he sort of slapped his hands, like he knew something awful had happened. You could tell he felt really bad about it.
Remember, Von Oelhoffen played six years in Cincy, and is probably the kind of veteran who, despite being a division rival now, is happy to see the Bengals progressing.
As for Palmer, I'm positive he'll play next year. One report I read said he'll work towards being back in time for the start of training camp, and even though that seems unreasonable, I'm fairly certain he'll be ready for the season opener. He's a pocket QB too, so it's not like when Edgerrin James had to recover from a similar injury.
