The scenario doesn't really matter but say all of the UFC contracts were lost somehow and no fighter was any longer under contract. You can sign any fighter in the world not under contract anywhere else (That we know of).
Champions wouldn't really count because with the titles, I'm sure that they would be obliged to sign up anyway.
Which 10 fighters do you put on exclusive contracts first?

So just UFC fighters? My list is going to be strictly for the buyrates...so shit doesn't tank.
1. Kimbo Slice- Huge draw, wouldn't make things revolve around him though.
2. Frank Mir- Someone has to fight Lesnar again, lets have the rubber match.
3. Randy Couture- People love him.
4. Henderson- How can you hate the guy after knocking out Bisping?
5. Kenny Florian- Great fighter, one of the few worth it in the lightweight division.
6. Diago Sanchez- Same as above.
7. Anthony Johnson- The future imo.
8. Jon Jones- Same as above.
9. Rashad Evans- Exciting fighter, could shake up a lot of things in the LHW division.
10. Cain Valasquez- I'm sure I butchered the last name, people think he could be something in the heavyweight division, so I'll throw him a bone.

In no order really, just as they came to mind. Probably forgot some huge draws, but oh well.

1. Fedor Emelianenko - I mean come on, how could you not have the best fighter in MMA history.
2. Antonio Rodrigo Nogueira - This is in no particular order and not only he is a great fighter still but one of the best of all time.
3. Mauricio Rua - A healthy Shogun is one of the greatest light heavyweights in the world.
4. Vitor Belfort - Probably has the fastest hands in MMA and is always exciting.
5. Dan Henderson - One of the best middleweights and the world and shut Bisping up.
6. Jake Shields - Well GSP has already beaten the rest of the top welterweights so might as well sign fresh meat.
7. Jon Fitch - The best welterweight in the world besides GSP imo.
8. Shinya Aoki - One of the best lightweights in the world and that is something the UFC is definitely lacking in.
9. Diego Sanchez - Very exciting and popular lightweight.
10. Gerard Mousasi - The best light heavyweight outside of the UFC and better than most currently under contract with the UFC.
Just got kind of winged it but I tried to balance the divisions and pick younger fighters rather than fighters like Couture who only have a couple fights left in them.

Machida successfully defending the UFC Light Heavyweight Championship with his face.
1. Tito Ortiz - My all time favorite fighter, one of the biggest draws in the sport, and one of the most exciting fighters in history. The guy brings an atmosphere like no other.
2. Nick Diaz - My second all time favorite fighter, and in my opinion there is currently not a more well-rounded fighter in the sport, and also not one who puts on exciting fights as consistently as him.
3. Nate Diaz - Just a Lightweight version of his big brother.
4. Diego Sanchez - Another exciting fighter with a great personality that makes people either love him or hate him.
5. Anthony Johnson - I agree with the person who said he's the future. He's also personally my favorite Welterweight in the UFC outside of the champ, GSP.
6. Matt Hamill - Just a great story, and a great fighter.
7. Shogun Rua - I loved the guy in PRIDE and would love to see him get back to his old ways. If he did, then I think he'd be a great draw for the LHW.
8. Fedor Emelianenko - Best, most exciting Heavyweight in the World, period.
9. Frank Mir - Frank Mir vs. Fedor in one of my dream matches, so yeah...
10. Jake Shields - Well rounded, class act, and a great opponent for GSP.

6. Anderson Silva - Why wouldn't you want the best Middleweight fighter in the history of the sport while he is in his prime?
7. Lyoto Machida - Awesome fighter and fun to watch.
8. Fedor Emelianenko - Best, most exciting Heavyweight in the World, period.
9. Brock Lesnar - Huge draw, and a great opponent for Fedor.
10. Jake Shields - Well rounded, class act, and a great opponent for GSP.
He said in the first post that would you still have all your champions.

Since people are adding fighters outside of the UFC, I'll redo my list, just a few tweaks.
1. Kimbo Slice- Huge draw, wouldn't make things revolve around him though.
2. Gerard Mousasi- Guy is amazing, would test people in MW and LHW.
3. Aoki- Submission master, he would really test Penn, and imo, probably win.
4. Overeem- Lets pretend he's off the roids. He would be a huge contender in the HW division, he may even win the K-1 challenge...which would be marketable.
5. Rashad Evans- Exciting fighter, could shake up a lot of things in the LHW division.
6. Randy Couture- People love him.
7. Fedor- No reason needed.
8. Tito Ortiz- Came off a surgery, hopefully looks good. People love to hate him.
9. Cain Valasquez- I'm sure I butchered the last name, people think he could be something in the heavyweight division, so I'll throw him a bone.
10. Anthony Johnson- The future imo.

I'm so confident in that notion I will bet both of my testicles.
They are both great bjj artists so lets assume they cancel each other out. And even if I allow you to say Aoki is better there's no way he gets BJ down BJ has sick TDD.
On the feet it's no question BJ all day he kills Aoki in the standup.

Doesn't need to get BJ down necessarily, BJ could do that for him. Aoki is great off his back, he could work some magic down there. Obviously it could go either way, but if it was a focused Aoki vs. an overconfident Penn, I think Aoki takes it.
