Eh, the background is really plain. The splattering seems random also. I like the smoke effect you have going at the bottom. The text need a lot of work.

Tough Comments lol, Well the background isn't really Good. I Woul of used A Grunge Brush instead, and Colourize it to make it look like their in the Middle of the City :P then The Text Is Brilliant but the Border is too plain. Maybe put it on 1 and fill it in Black.
