The best tip on using a pen tool is if you not good with it, this is for photoshop only... Take out the rectangler marquee tool, and make a line right across the canvas. Fill white or whatever cvolor you want your line to be, and the go to Filter > Distort > Ripple.

Use the same color as the orginal line(s). That or it is dark. :se: Or it is an odd color. Or it is close to the background color. Those are something that will cause it not to glow.
