Ever since a year after the Montreal Screw Job, the WWE has used "Shoot" screw jobs starting at Survivor Series 1998. After that there's been the Montreal Screw Job 2 (No Way Out 2003) and the South Philly Screw Job (Show beating RVD for the ECW Title). I might be forgetting a few others. All of these are supposed to be some shocking event, but do any of them have any major impact feel to them as opposed to normal dirty finishes?
Does the screw job storyline has any meaning and importance to it anymore?

You forgot the SNME one before Wrestlemania 22, with Shane McMahon defeating HBK.
I don't think it has much impact anymore because we have seen it done before, but I imagine it was pretty shocking when they first did a mock screwjob.

Would anyone count Wrestlemania 17 count as a screwjob?
I don't know, I think it comes down to more what happens after the screwjob. Something like with RVD/Show, RVD kinda faded away and got released whereas Show was just there to job to put Lashly over, then him and Heyman soon left.
I think if it was built up well and executed in a good way they could still make a big impact.
