Bischoff had nothing to do with the nWo. People like Terry Taylor and the Outsiders themselves did all the work. The Lucha stars had already started to filter in the US with When Worlds Collide PPV and ECW.
Vince is the easy answer. Just looking at how much his company changed since he bought it from Vince Sr shows all that McMahon did. Bischoff just knew how to spend money. Besides that, nothing he did really had lasting implications.

The NWO was going good until Bischoff stepped in and made it around 100 different teams. McMahon has the best idea's. Bischoff is good at getting the talent, Vince is great at getting storyline's executed, Idea's. Eric just knows how to get the talent, and that's how WCW went down.
