I'm 50/50 on this one.
On the one hand, I can have these talented women who can wrestle just as good as the men, but they're ugly. And on the other hand, I can have these drop dead gorgeous women who a majority of the audience would go gaga over.
If I where to choose the ugly ones, I'd actually go down the route of improving their appearance. Look at ANY female wrestler who came to the company prior coming to WWE, in fact, even TNA, they didn't look half as good as they look now. Go google Angelina, Melina, Velvet, Mickie, Cherry, etc back when they where wrestling else where because they all looked like ogres (a slight exaggeration yes) in comparison to how they look now. Changing their hair, teeth, adding some face changing make-up works wonders. And sure they may not look as good as the hot models, but they'd look decent, and could wrestle. Not that there's anything wrong with unattractive talented female wrestlers, it's just sometimes your image drives how people see you.
However, I might choose just eye candy. Even though this is coming from a female point of view, there's nothing wrong with having a pretty women on screen. She could be an interviewer, a valet, an announcer, she could be anything. I'd use them as the poster girls, the tools for marketing, put them in my adverts, put them on my magazines, put them in calendars, and make as much money out of them as I possibly could without having to put them into the ring with the intention of wrestling.

Well.. ideally, I'd like to have a bunch of Trish's or Mickie's running around who can wrestle (better than the average 'diva'), can play a character well and are hot as hell.. who can be used in photo shoots and other avenues. But I guess it's hard to find hot, athletic women, who can get into their character and understand the wrestling business.
'ugly' chicks aren't going to work in the mainstream unless there's an aura around them like an Awesome Kong.

Yeah I don't get why this question is always asked as if it has to be one or the other. There are plenty of good looking girls who can wrestle and play a character. Mickie, Trish, Angelina Love, Taylor Wilde, Katie Lea, Beth, Nattie etc.
Also, you can always have talented women wrestling in a serious division, while at the same time running bikini contests and stuff for the eye candy divas with no real ability. That's kind of what they used to do.
