The match never happened. However, I wouldn't call it a botch storyline. Instead, a couple things got in the way. First, Randy Savage suffered either a broken thumb or wrist sometime in early February. As a result, he ended up missing several shows, which saw Sgt. Slaughter ironically fill in for him against The Ultimate Warrior on house shows. His first match since the injury (Last match was January 30th) was on March 15th. That would be Savage's only match until Wrestlemania (March 24th).
The other reason is tied in with the first one - lack of time. Take away the month and a half Savage was injured and you're left with very little time to do the match. Think back to 1991, you didn't see many national TV World title matches in the WWE. The only conceivable time that the match could have happened was on The Main Event V. That was taped on Janauary 28th. However, they chose that night to begin the Slaughter/Jim Duggan mini feud which was effective in that Hulk Hogan and Jim Duggan were seen as friends. So it was an easy way of keeping Slaughter busy without giving away a pre-Wrestlemania Hogan/Slaughter match.
