I think it's hands down rick rude, everybody loved to hate that guy and he could put on a hell of a match with the macho man a close second in the eighties.
I'm not sure if I would rank him the number 1 heel of all time (Wrestlers only), but I would certainly rank Rude higher than Ric Flair. Rude knew how to get heat and keep it.

Edge is the best of all times. He is better than Flair. Edge can easily get huge amounts of heat. He has used very "cool" heelish tactics such as using clones(Hawkins and Ryder), ringing the bell when the match is not really over, cashing in money in the bank on beaten foes, winning titles by any means necessary, etc.

I know I will get crucified for this but I would rank "Hollywood" Hulk Hogan right behind Ric Flair. Just to get fans to boo him anywhere was a great achievement because of Hogan's mass popularity. The NWO would never ever got as big as they where without Hogan as the leader. At the time the whole spray painting of the wrestlers was a great heelish act.

Nothing you said there relates to Edge's actual capabilities as a heel. By your logic anybody could be booked to do all that stuff and they'd be the best heel of all time. In reality you should really stop replying to "all time" threads because you've hardly seen anything and thus can't judge.
Edge was a great heel in 2006-7 before PG kicked in. Even then though, he wasn't one of the best ever. Now he's just terrible. Thank God he's turning face when he returns.
In the time I've been watching, Triple H was the best.

How was Triple H bad in the early years of the decade? I thought he was amazing on the mic and pretty damn hateable. I fail to see what was bad about him.
Shawn Michaels deserves a mention here too. He was so hateable imo.

A good heel for, what, 2 years? That doesn't make up for burying babyfaces in 2002, 2003, 2007, etc. I also don't think he was anything special on the mic. I can't think of any particularly memorable HHH promos, he was also a big step below guys like Foley, Rock, JBL, Austin, etc. The Cena Wrestlemania and Edge match from Japan are hilarious because HHH is a heel and he wrestles like a face in them and the crowd pick up on it and boo his face opponent.
Michaels was a good hee, but great? Nah.
