I can't believe the Rockers actually defeated the Steiner fucking Brothers. Horrible.
While The Dudleys have the experience advantage, The Rockers were incredible for the short amount of time they were together. While they helped produce some of the best tag matches of the late 80's-early 90's, the Dudley's best matches (TLC) were made good mostly because of the other ones involved.
Rockers for the slight surprise.

I'm going to vote for The Rockers as well. They put on the more markable and fantastic matches besides ones based off violence and spots. Team 3D are one of the best, but the Rockers were just better in ability.
