Ted God Damn DiBiase. One of the greatest heels and main eventers in the eighties and early nineties. This guy could draw and entertain like no one else, and it's a shame he didn't have a world belt to go along with it.

Not winning the big one is beneficial to the legacy of a lot of wrestlers.
Curt Henning was an AWA Champion, but even still he should've never been WWE Champion. They had better heels and Hulk Hogan's reign was doing well.
Jake Roberts never needed a title. There were better people for the belt than Owen Hart.
Ted Dibiase is possibly the only one. But personally I think he should be recognized as a world champion. Wanting the belt so much that you're willing to buy it adds more prestige to the title than simply awarding it to a Triple H or Randy Orton.

I've seen some of his early 90's stuff, and it's pretty great. Even his early stuff as Goldust was great, before he started to let himself go a bit/got booked in the shitty Attitude era angles.

Roddy Piper. He had the charsima, and the talent to have a strong WWF run with the championship.
As big as the inaugural Wrestlemania was, could you imagine how much bigger it would've been had Piper defending the title against Hogan one-on-one? Piper would've beaten Backlund with Orton's help, and then Vince lets Hogan chase Piper all the way up till the first Wrestlemania. Toss in the MTV spots and such, and Mr.T training Hulk to wrest the belt from Piper. I think Wrestlemania develops into an even bigger success than it was.
