Foley and Rock did nothing significant. They only partnered once in awhile, weren't very good as a team, and had no real success. Rated-RKO were both great individually and as a team, had a good long reign as champions, were involved in at least 1 significant feud (with DX) and were more of a real team than Foley and Rock.

Rock and Sock easily. They had the entertainment factor that Rated RKO couldn't come close to having.
