WrestleMania X7 (2001) is considered one of the best wrestling shows of recent memory. Probably because of the brilliant main event and the ladder match. Kurt Angle vs. Chris Benoit is good, but nowhere near up to the standard of match they had at the Rumble in 2003, in my opinion.
So is it overrated or underrated? I'd say overrated. Even though there are a couple of classics on the show and it's very good, the first half is poor.

Not necessarily, because it still has more great matches than nearly any other PPV and also the whole atmosphere of the show is great.
Summerslam 2002 is great from top to bottom pretty much, but the good matches at 17 are a lot better than anything on the card outside of Trips/Michaels.

It doesn't really fall into the categorization of either of the two. It was a WM where great moments were produced, the matches were on par or better, and everyone can appreicate.
If it had to be anything, it would be underrated, because I don't hear a lot about X7 when the WWE talks about Wrestlemania, but as a fan, I can't do that.

Keep in mind though, this was one of the last WM's in the attitude era. Not a lot of the matches were really rememberable. For this Pay-Par-View, it reall rose above the expectations.

Admittedly, I have high expectations, but the matches I thought would deliver did, the ones I didn't think would deliver didn't. So the show met my expectations.
For a top to bottom Mania card I'd say 19 is better.

When watching a wrestling PPV in one go for me to say it's great the show would have to be great throughout. For me WrestleMania X7 has great matches.

A great show, in my eyes, wouldn't have poor matches like the 6-Man, Women's Title & the European title match. An average match like Jericho vs. Regal. And two matches that are enjoyable because of how bad they are, the Hardcore title match & Gimmick Battle Royal.
I'd take matches like those over some of the filler they put on Wrestlemania nowadays. What's better, an actual match, or Mickey Rourke taking 10 mins to get in the ring and punch Jericho? A show shouldn't be penalised for having more matches.

Rock vs Austin *****
Triple H vs Undertaker ****
TLC II ****1/4
Vince vs Shane ***1/2 (incredibly fun match with a WM feel)
Angle vs Benoit **** (so yeah a full star worse than their Rumble match, but still very good)
Hardcore Title *** (Again, fun as hell. What's bad about it?)
Eddie vs Test **1/2 (I don't remember it that well)
Jericho vs Regal **3/4 (decent opener)
Gimmick Battle Royal - Unrated. Admittedly it was kind of a waste of time but again, I would prefer some nostalgia to some of the crap they put on WM nowadays.
