Kind of. Jericho when a face was an arrogant flashy douchebag, but obviously he was a far better wrestler than Morrison with infinitely more charisma....
Arrogance is fine in faces as long as there is something incredibly likeable about them. With Jericho it was his fighting spirit. The "heart of a lion" and all that.

Right now, the best in the world is definitely Bryan Danielson. That guy is the most ranged, extraordinary wrestler I've ever seen. Literally every single match I see of his, I see him do some awkward submission hold I've never seen before. He's not much on the mic, but this is one guy I really don't think has to be. WWE will probably never give him a contract because of this, but that's alright because they would probably just tone-down his arsenal anyways like they always do. I've just never seen a wrestler that had such a perfect mixture of technical, power, brawling, and high-flying ability and he's practically flawless in all areas.
He makes a better heel than a face, it's pretty much the best way to cover-up his lack of mic talent. But he can sure piss a crowd off. He's not horrible on the mic, but he's not mainstream main event level by a long shot. If he just had more personality, he would be a lot more successful.
I think the thread was about mainstream wrestlers (though I guess you could sort of maybe count ROH as that), but otherwise yeah Danielson and Nigel when he's healthy and several other ROH guys would obviously be up there.

I don't know what promos of his you've seen, but the guy is pretty charismatic. He's hardly The Rock, but he really can cut a passionate face promo, as well as a fired up heel promo. The guy seriously has the fans in the palm of his hand, no matter what city he's in and can make them react the way he wants. Seriously, I think one time he asked the crowd to boo him, and they did. He's not got epic mic skills, but you can't deny that he does have charisma.
